Is the mission statement clear & concise?

Does the mission statement have an appropriate mission task verb and purpose?

Was the mission task verb appropriately separated from the purpose via an acceptable term?

I.E. Unifying purpose

Does the commander's intent explain why the operation is being done?

Is the commander's intent statement written as an effect on the enemy?

Would the commander's intent be usable two levels down?

Does the intent statement adequately include acceptable risk, desired end state and criteria for success?

How does the intent provide unifying focus for subordinate elements?

Does the SOM adequately include what, where, when & how?

How, by phase

Is the SOM clear and does it make sense?

Does the Main Effort change by phase and are the Main Efforts appropriately worded?

Does the End state contribute to the higher formation End state?

Are all components of the force appropriately tasked?
